responsabilidade de autenticar documentos.


Introdu&#231;&#227;o


O Departamento de Rela&#231;&#245;es Exteriores pode autenticar / “apostille”
documentos expedidos na Irlanda para serem usados em outros
países. Miss&#245;es Diplomáticas e Consulares Irlandesas podem
autenticar documentos expedidos em outros países para serem
utilizados na Irlanda.


A autentica&#231;&#227;o de um documento serve simplesmente para confirmar
que a assinatura, o selo ou o carimbo do documento &#233; legítimo.
Legalizar um documento significa autenticá-lo com o propósito de
ser aceitável por tribunais irlandeses.


Autenticar e legalizar um documento n&#227;o significa que seu conte&#250;do
seja exato ou que o Departamento de Rela&#231;&#245;es Exteriores o aprove.


Porque os documentos precisam ser autenticados / “apostilled”?



Se voc&#234; precisa utilizar documentos irlandeses no exterior, por
motivos pessoais ou de negocios, voc&#234; pode ser convidado a ter os
seus documentos autenticados / “apostilled” pelo Departamento de
Rela&#231;&#245;es Exteriores. Neste caso, voc&#234; precisa confirmar com a
autoridade para quem os documentos ser&#227;o apresentados sobre os
criterios relacionados a autentica&#231;&#227;o / legaliza&#231;&#227;o.


O que &#233; um “Apostille”?


Em 1961 a Conven&#231;&#227;o de Haia aboliu a exig&#234;ncia de que documentos
públicos estrangeiros (Ex: certid&#227;o de nascimento, óbito e
casamento emitidos por Tabeli&#227;o) fossem legalizados pelos países
parceiros da Conven&#231;&#227;o. A Irlanda passou a integrar a Conven&#231;&#227;o em
9 de mar&#231;o de 1999. Para maiores informa&#231;&#245;es sobre a Conven&#231;&#227;o de

De qualquer forma, países participantes da Conven&#231;&#227;o podem
requerer do portador do documento emitido por uma autoridade
pública a obter o Reconhecimento de Firma das autoridades do
país onde o documento foi emitido.


O reconhecimento de firma, implica que o documento seja selado ou o
pr&#243;prio reconhecimento anexado a ele. Ele garante ao país a origem
do documento a identidade e capacidade na qual o documento foi
assinado e o nome de qualquer autoridade que selou ou carimbou o
documento.


Documentos que podemos autenticar / “Apostille”


O Departamento de Rela&#231;&#245;es Exteriores pode autenticar / “apostille”
documentos de origem irlandesa desde que tenham assinatura, carimbo
ou selo originais de uma organiza&#231;&#227;o ou oficial p&#250;blico irland&#234;s.
Documento irland&#234;s &#233; todo aquele originado ou executado na Irlanda.
Caso um advogado no exercicio de sua fun&#231;&#227;o, notario ou tabeli&#227;o
irland&#234;s assine um documento, deve declarar claramente o que est&#225;
certificando com rela&#231;&#227;o ao documento. Estes profissionais devem
assinar o pr&#243;prio nome e n&#227;o utilizar uma assinatura da empresa.


Exemplos de Documentos que o Departamento pode Autenticar /
“Apostille”:


O Departamento de Rela&#231;&#245;es Exteriores pode autenticar / “apostille”
documentos p&#250;blicos que tenham sido executados no territorio
contratante de um pa&#237;s e que tenha que ser apresentado no
territorio de outro pa&#237;s contratante.

ser autenticados desde que tenham uma assinatura original, selo ou
carimbo de um advogado no exerc&#237;cio de sua fun&#231;&#227;o ou notario na
Irlanda.


Certificados educacionais podem ser autenticados desde que se
enquadrem no “National Framework of Qualifications” estabelecidos
pela Autoridade Nacional de Qualifica&#231;&#227;o da Irlanda ou reconhecidos
pelo Departamento de Educa&#231;&#227;o.


Tamb&#233;m podemos autenticar / “Apostille” relatorios m&#233;dicos
assinados por m&#233;dicos registrados junto ao Conselho M&#233;dico da
Irlanda.

Copias de documentos
Podemos autenticar / “Apostille” copias de certos tipos de
documentos desde que tenham sido certificados por advogados no
exercicio de sua fun&#231;&#227;o e notarios irlandeses na Irlanda. No
entanto, &#233; necessario confirmar primeiramente com a autoridade que
ir&#225; receber o documento se a copia autenticada ser&#225; aceita.

relacionados a ado&#231;&#227;o entre pa&#237;ses.


Favor observar que poder&#225; existir uma taxa administrativa adicional
para os pedidos processados nos nossos escritorios no exterior. As
taxas ser&#227;o informadas quando o servi&#231;o for solicitado.


Formas de pagamento


O pagamento pode ser feito em esp&#233;cie, cheque (nominal ao
Departamento de Rela&#231;&#245;es Exteriores), dep&#243;sito, transfer&#234;ncia ou
cart&#227;o de cr&#233;dito / d&#233;bito.


Deve-se observar que todos os cheques devem ser depositados em uma
banco irland&#234;s.


Legaliza&#231;&#227;o


Miss&#245;es Consulares e Diplom&#225;ticas irlandesas no exterior podem
legalizar documentos emitidos no exterior para serem utilizados na
Irlanda.

de acordo com a lei irlandesa para prestar juramentos e

					<title><![CDATA[Travel Advice]]></title>

TRAVEL INSURANCE


The Department of Foreign Affairs strongly recommends that
comprehensive travel insurance, including medical insurance, is
obtained before travelling to Brazil. Travellers should note that
the Irish government does not provide funds for emergency medical
repatriation or for repatriation of remains.


ENTRY REQUIREMENTS


For entry requirements for Brazil, please contact the nearest Brazilian
Embassy or Consulate


In general, on arrival in Brazil you should have proof that you
have or have access to sufficient funds (if bringing a credit card,
it is advised to carry a statement to prove the limit), a return or
onward ticket, and proof of accommodation booked for at least the
first night. It is advisable to take a number of photocopies of
your passport with you. During your stay you should carrya
copy, or authenticated copy, of your passport at all times. .


SAFETY &amp;amp; SECURITY


Violence between organised criminal gangs and police forces is
comparatively common, particularly in certain districts of larger
urban centres such as Sao Paulo and Rio de Janeiro.


In the lead up to Brazilian national elections in late 2010 the
police forces may be more active in some areas in order to prevent
intimidation of voters and campaigning politicians by criminal
forces. This is particularly true in Rio de Janeiro. Also in
advance of the World Cup in 2014 and the Olympic Games in 2016, the
police in Rio de Janeiro and Sao Paulo are undertaking sporadic
'favela pacification' projects, attempting to eliminate drug and
gang lords from the favelas.


Always be aware of where you are going, if in doubt seek local
advice, and stay away from potential trouble areas.


You should be aware of the global risk of indiscriminate terrorist
attacks, which could be against civilian targets, including places
frequented by foreigners.


CRIME


Levels of crime, including muggings, and often involving firearms,
are high. You should be very vigilant, particularly in major
cities. Street robberies can occur anywhere. There are frequent
reports of tourists being approached by persons posing as officials
trying to impose on-the-spot fines on them.


You should carry only small sums of money on your person in
relatively accessible places so some cash can be handed over
without delay if you are threatened. You should avoid wearing
jewellery, rings and expensive watches. Dress down, and keep
cameras concealed if you must carry them. Under no account attempt
to resist muggers or other attackers as they often carry firearms
or other weapons. It is wisest to deposit all valuables and
documents including passportsin hotel safes. You should only
carry a photocopy or certified copy of your passport with you while
sightseeing etc.


Favelas (slums) exist in all major Brazilian cities; they are
characterised by poverty and many also by extremely high violent
crime levels. There are some respected guided tours of certain
favelas in Rio de Janeiro, and these are considered safe. Your
hotel should be able to give you further advice. However, under no
other circumstances should you attempt to venture into a favela at
any other time. After dark, you should avoid entering very quiet
streets except under reliable local advice.


Thefts from cars are common. At any time of the day or night there
are also incidents of cars being hijacked and the driver or
passengers forced to use ATM cards to withdraw money. When in a car
you should keep the doors locked and the windows closed, and take
particular care at traffic lights. Hi-jacking of taxis and buses,
where the driver is forced to take the vehicle to a remote location
where passengers are then robbed, also occurs.


LOCAL LAWS &amp;amp; CUSTOMS


Drug trafficking and use and sexual tourism are growing problems,
with severe penalties in Brazil. Do not become involved. Pack your
own luggage and do not carry items that do not belong to you.


LOCAL TRAVEL


Air travel in Brazil can be chaotic with frequent delays on all
routes and cancellation of domestic flights not uncommon.
Throughout Brazil, it is recommended that travellers confirm flight
details before travelling, and be prepared for delays.


For long distance bus travel, use a reputable company. If you are
in any doubt or in any way unsure about the safety or security
don’t board. The same is true for any road travel, including taxis
and taxi drivers.


ROAD SAFETY


The Brazilian style of driving and standards are very different
from Ireland. Be prepared to stop unexpectedly, and beware of
potholes, slow moving vehicles, vehicles changing lane without
indicating and going through red lights, and people/animals on the
road. Avoid driving outside of towns at night as vehicles without
lights and other hazards can make it dangerous.


HEALTH


Before travelling you should always get expert medical advice on
required and advised vaccinations and other health precautions
which should be taken during your travels. In general you should
protect yourself from mosquito bites in Brazil as they can carry a
range of diseases.


During the global H1N1 (Swine Flu) Virus outbreak in 2009, there
were confirmed cases and deaths in Brazil. However, epidemic status
has been removed and a comprehensive vaccination programme has been
rolled out in 2010.


Malaria is a risk in some northern parts of Brazil including much
of the Amazon. You may need to take anti malarial medication,
depending on the areas to be visited, and to cover up and use
insect repellent in the evening and at night. There have been some
cases of cholera in the north east of the country.


Yellow Fever is endemic to many tropical regions of South America.
In Brazil, yellow fever transmission is for the most part
restricted to tropical and jungle areas. From time to time, an
increase in yellow fever activity or an outbreak occurs in other
parts of the country as was experienced in 2007 and 2008.
Travellers should consult with their own medical provider prior to
travelling to Brazil regarding immunization and vaccination
requirements for yellow fever. Travellers coming from yellow-fever
endemic zones in other South American countries should have a
documented yellow fever card which is required to be allowed to
enter Brazil.


Dengue fever, a virus transmitted by mosquitoes, may be encountered
throughout the country and is caused by mosquitoes which are active
during the daytime. In 2007,2008and 2009there
were worldwide increases in incidents of dengue fever with Brazil
also having a significant increase of incidents. There have been
reports of localised outbreaks in certain areas of Brazil in early
2010, please follow local news reports for any updates.The
main risk season in Brazil is January to March. There is no
effective treatment for this fever, which has severe flu-like
symptoms and can sometimes be fatal to the elderly or very young.
In addition to getting medical advice before travelling, you should
also take advice on local conditions when travelling within Brazil
and to minimize exposure to mosquito bites by covering up and using
repellents.


The Embassy is aware of a number of cases of persons travelling to
a 'faith healer' in the State of Goias in Brazil. In many cases the
Embassy was contacted by citizens when, following treatment, they
had become seriously ill and required urgent medical attention. In
several cases they had either inadequate medical insurance or none
at all. The Embassy strongly recommends that serious consideration
be given before embarking on such trips. The public healthcare
system in Brazil is not always able to provide adequate medical
attention and, as is the case for all travellers to Brazil, it is
strongly recommended that comprehensive medical insurance be taken
out before leaving Ireland.


NATURAL DISASTERS


Flash floods and landslides, especially in poorer urban areas, can
occur at any time, especially during and after periods of heavy
rain.


Heavy rain in 2009caused flooding and landslides in the
north, north east and south of Brazil, causing some deaths and
leaving thousands of people homeless. The most affected areas
werethe states of Amapa, Amazonas, Bahia, Cear&#225;, Maranh&#227;o,
Piau&#237;, Para&#237;ba, Rio Grande do Norte, Alagoas, Par&#225;, Sergipe and
Santa Catarina. Both Rio de Janeiro and Sao Paulo state were
seriously affected by landslides following flash flooding and heavy
rains, leading to many deaths and widespread disruption. Travellers
are advised that the Tijuca National Park's Corcovado mountain is
closed to the public, cutting off access to the Christ the Redeemer
statue.

Sistema Eletr&#244;nico para Autoriza&#231;&#227;o de Viagem (ESTA – Electronic
System for Travel Authorization)


O Sistema Eletr&#244;nico para Autoriza&#231;&#227;o de Viagem &#233; um sistema
de registro eletr&#244;nico que exige dos que fazem parte do Programa de
Isen&#231;&#227;o de Visto (Visa Waiver Program VWP) a se registrar
antes de viajar aos Estados Unidos. O registro obrigat&#243;rio estar&#225;
em vigor a partir de 12 de janeiro de 2009.


Passageiros isentos de visto devem se registrar atrav&#233;s do site do
“Department of Homeland Security” no seguinte endere&#231;o: https://esta.cbp.dhs.gov.


O registro &#233; gratuito e pode ser feito atrav&#233;s de terceiros, por
exemplo, por ag&#234;ncias de viagem.


Os pedidos do Sistema Eletr&#244;nico para Autoriza&#231;&#227;o (ESTA) podem ser
enviados a qualquer tempo antes da viagem, e uma vez aprovados,
geralmente ser&#227;o v&#225;lidos por at&#233; dois anos ou at&#233; que o passaporte
do solicitante expire, qualquer situa&#231;&#227;o que ocorrer primeiro. As
autoriza&#231;&#245;es ser&#227;o v&#225;lidas para entradas m&#250;ltiplas nos Estados
Unidos. O “Department of Homeland Security” recomenda que os
pedidos por meio do Sistema Eletr&#244;nico para Autoriza&#231;&#227;o (ESTA)
sejam enviados ao menos 72 horas antes da viagem.


O solicitante que n&#227;o receber a autoriza&#231;&#227;o para viajar dever&#225;
comparecer a Representa&#231;&#227;o Diplom&#225;tica Americana mais pr&#243;xima para
solicitar o visto.


A aprova&#231;&#227;o do Sistema Eletr&#244;nico para Autoriza&#231;&#227;o de Viagem (ESTA)
n&#227;o garante a admiss&#227;o autom&#225;tica aos Estados Unidos. A decis&#227;o
final para a entrada nos Estados Unidos cabe &#224;s autoridades
americanas de imigra&#231;&#227;o no momento de chegada ao pa&#237;s.


O Sistema Eletr&#244;nico para Autoriza&#231;&#227;o de Viagem n&#227;o se aplica
a cidad&#227;os irlandeses portadores de visto para os Estados Unidos.

Exig&#234;ncias para o passaporte


O &quot;Passport Office&quot; gostaria de lembrar aos cidad&#227;os portadores de
passaporte irland&#234;s que pretendem visitar os Estados Unidos que a
partir de 16 de junho de 2005 devem apresentar o passaporte
eletr&#244;nico para se beneficiar do programa de isen&#231;&#227;o de vistos. Do
contr&#225;rio estes cidad&#227;os devem aplicar ao visto, com anteced&#234;ncia,
junto a representa&#231;&#227;o diplom&#225;tica ou Miss&#227;o Consular dos Estados
Unidos mais pr&#243;xima.


Crian&#231;as, incluindo beb&#234;s, que tenham o nome no passaporte dos pais
devem ter um passaporte eletr&#244;nico individual ou obter o visto no
passaporte do pai/m&#227;e.


De acordo com o Programa de Isen&#231;&#227;o de Visto dos Estados Unidos,
portadores de passaporte de 27 pa&#237;ses, incluindo a Irlanda, podem
entrar nos Estados Unidos sem visto para viagens a turismo ou
neg&#243;cios por um per&#237;odo de at&#233; 90 dias.


O passaporte eletr&#244;nico &#233; o que cont&#233;m as informa&#231;&#245;es pessoais
impressas e tamb&#233;m cont&#233;m a foto do portador. Passaportes que
tenham os dados manuscritos n&#227;o s&#227;o eletr&#244;nicos.

					<title><![CDATA[The National Anthem]]></title>

The National Anthem, called The Soldier's Song was written in 1907
by Peadar Kearney, an uncle of Brendan Behan. It was first
published in the newspaper, Irish Freedom in 1912, but was not
widely known until it was sung at the GPO during the Easter Rising
of 1916. The chorus was formally adopted as the National Anthem in
1926.

A section of the National Anthem (consisting of the first four bars
followed by the last five) is also the Presidential Salute.

					<title><![CDATA[The Harp  - Ireland's National Emblem]]></title>

					<description><![CDATA[The official symbol or coat of arms of Ireland is the harp and has
been since medieval times. The current design is based on the
'Brian Boru harp' of the 14th Century, which can be found in the
museum of Trinity Colleges in the heart of Dublin.

The Harp is engraved on the official seal of the President of
Ireland. The President's flag consists of a golden harp (or) with
silver strings (argent) on blue (azure).

The harp is used by the Government, its agencies and
representatives in Ireland and abroad. The harp is also featured on
the reverse side of all Irish Euro coins.

The 'Shamrock', a member of the clover family, is an unofficial
symbol of Ireland. According to tradition St. Patrick used a
shamrock to explain the Holy Trinity to the pagan kings of ancient
Ireland. By showing that one leaf of shamrock had three parts he
was able to explain that the Christian God had three aspects to His
being; God the Father; God the Son; and God the Holy Spirit (the
Holy Trinity).

People wear a sprig of shamrock on 17th March, St. Patrick's Day,
the National Day of Ireland.

					<title><![CDATA[Irish Flag]]></title>

					<description><![CDATA[The National Flag of Ireland is a tricolour of green white and
orange. The flag is rectangular in shape, with its width being
twice its depth. The colours are of equal size, with the green
being next to the flagpole.

The flag was first introduced by Thomas Francis Meagher in 1848 who
based it on French tricolour.

The green represents the older Gaelic tradition, while the orange
represents the supporters of William of Orange. The white in the
centre signifies a lasting peace between the 'Orange' and the
'Green'.

It was not until the Easter Rising of 1916, when it was raised
above the General Post Office in Dublin, that the tricolour came to
be regarded as the national flag, replacing older green
flags.

The tricolour is now the official national flag and is enshrined in
the Constitution of Ireland.

					<title><![CDATA[Saint Patrick - Ireland's Patron Saint]]></title>

					<description><![CDATA[Some studies suggest that St. Patrick's real name was Maewyn Succat
and that he was born at the end of the fourth century on the island
of Britain (possibly Wales or Scotland). At the age of sixteen he
was kidnapped by a band of pirates, and sold into slavery in
Ireland, where he worked as a shepherd. After six long years of
slavery he escaped to the northern coast of Gaul (modern France)
where he began studies to become a priest. Here he took on the name
Patrick (Patricus). According to legend, Patrick had recurrent
dreams, which he interpreted as a calling from God to convert the
pagans of Ireland to Christianity.

In about 432 AD, Patrick arrived in Ireland, where he used the
shamrock, which resembles a three-leafed clover, to help explain
the concept of the Holy Trinity (God the Father, God the Son, and
God the Holy Spirit). On one occasion, Patrick defied the High King
of Ireland, by lighting a fire on top of a hill at Tara, the
ancient capital of Ireland, before the High King himself. This was
on the Celtic feast of Bealtaine, when tradition dictated that the
High King would light the first fire, from which all others would
be lit. Patrick's fire seemed to have magical powers and proved to
the High King that Patrick's God was more powerful than the God's
of the Druids.

Patrick travelled throughout Ireland, establishing monasteries and
setting up schools and churches to aid in converting the Irish
country to Christianity. Legend tells us that Saint Patrick drove
all the snakes out of Ireland, by forcing them into the sea where
they drowned. There are no snakes in Ireland today (except in
zoos).

Patrick preached in Ireland for thirty years. He ended his mission
in County Down and where he died on 17th March in 461 AD. That day
has been commemorated as St. Patrick's Day ever since.

The main St. Patrick's Day festival is held in
      Dublin, but St. Patrick's Day is celebrated throughout the
      world by Irish people and friends of Ireland. St. Patrick's
      Day parades take place in New York, Moscow, Munich, Vienna
      and many other cities throughout the world.

					<title><![CDATA[The Taoiseach (Prime Minister)]]></title>

The Taoiseach of Ireland is Brian Cowen. The Taoiseach is the head
of the Government and coordinates the work of the Ministers and
their Departments of State. The Taoiseach advises and guides the
other members of the Government when faced particularly with issues
requiring the successful working of the Government as a collective
authority responsible to D&#225;il &#201;ireann. The Taoiseach will set broad
Government policy.

The Taoiseach keeps the President informed on domestic and
international policy.

The Taoiseach has certain statutory responsibilities for the reform
of the law, for official statistics and for the administration of
public services which are not the responsibility of any other
member of the Government.

If the Taoiseach feels that an issue is of great importance he/she
can bring responsibility for the project within the control of the
Department of the Taoiseach. For example, the Taoiseach
co-ordinates the contribution to government policy on Northern
Ireland and on Irelands relations to the European Union;
   The
   Department of the Taoiseach also has overall responsibility
   for the National Economic and Social Council, the National
   Economic and Social Forum, the Information Society Commission,
   the Government Press Service, the National Centre for
   Partnership and Performance and the coordination of relations
   with the social partners under the partnership agreements.

Brian Cowenwas made Taoiseach on the 7th May
2008.He was appointed as T&#225;naiste and re-appointed as
Minister for Finance on 14th June, 2007 having first
been appointed Minister for Finance in September 2004. He has
served as Minister for Foreign Affairs from January 2000 to
September 2004; Minister for Health and Children from June 1997 to
January 2000; Minister for Transport, Energy and Communications
from January 1993 to December 1994; Minister for Labour from
February 1992 to January 1993. He was first elected to the
Dail in a by-election in June 1984 caused by the death of his
father, Bernard Cowen. That was the first time he had
contested an election for public office.


Party front bench spokesperson on Agriculture, Food and Forestry
December 1994 to March 1997 and on Health from March 1997 to June
1997.


The Taoiseach nominates the T&#225;naiste and the other members of the
Government for the approval of the D&#225;il and assigns the particular
Departments to the Ministers on their appointment by the President.
The Taoiseach also nominates the Attorney General for appointment
by the President. The Taoiseach has the power to advise the
President to accept the resignation of Ministers.

The Constitution (Bunreacht na h &#201;ireann). The President is
elected directly by the people. To be a candidate a citizen must be
over 35 years of age and must be nominated either by:



Not less than 20 members of D&#225;il or Seanad &#201;ireann, or


Not less than 4 administrative counties (including County Boroughs)



Former or retiring Presidents may become candidates on their own
nomination.


The term of office is 7 years and a President may not serve more
than 2 terms. The President must reside in or near Dublin. St.
Patrick's Hall, Dublin Castle, is the venue for Inauguration
ceremonies, at which each President takes an oath as provided in
the Constitution.

The President represents all the people when undertaking official
engagements at home and abroad. The President is Supreme Commander
of the Defence Forces. There have been eight different holders of
the office - Mary McAleese is the current President.
